    Not on the public right of way. Rule of thumb. If you are between the power poles and the pavement you are on the public right of way. You will be given a ticket if caught.

    The public R.O.W. will get you every time. The road way itself is not the full extent of the goverments control. The cops can hassle you obstructing pedestrians, general meaness, and because you look like a noob. So get on your own private property, stay out of sight, and don’t make a lot of noise that would attract attention from your neighbors.

    Puritanism is the desperate fear that, Someone, Somewhere, is having fun. So they naturally have to take the fun out of it. Even if you were doing something harmless that a cop himself doesn’t object to, as soon as someone notices, he has to take action.
